Parliament prohibits checks on prisoners’ correspondence with lawyers

25.01.2010

On 21 January the Verkhovna Rada passed a bill, No. 2460, which prohibits penal institution administrations from checking letters between prisoners and their lawyers. All such correspondence should be sent or brought to the addressee on the date of its receipt by the administration.

Correspondence between prisoners and the Human Rights Ombudsperson, the European Court of Human Rights, as well as other relevant international organizations which Ukraine is a member of or has accepted commitments to and the Prosecutor’s Office, are not subject to scrutiny and should be sent on the same day they reach the penal administration.
